our company is programming new image format. we can convert the images to our new format. for ex an image with resolution 1280x800px (145 KB) when converted to our new format the size has been changed to 130 bite without change the resolution.

you can't change a 145KB file into 130 bytes, it's impossible.
Even if such a technology was in development they would not be consulting Yahoo Answers for anything!

It's depended on the image is complex or not. If the image is complex, JPG and PNG is the lowest file weight format out there. If the image is not complex like vector graphics, it could be very small.
