Is there a program that changes the size of files. Prefferabley video files. Like if a video is 300MB you can change it to 200MB or 150MB or even 100MB. I would really appriciate it if it was free but I am willing to pay.

You can download a converter and encode the video to the same format with a lower bitrate but it lessens its quality
