How can i change the file size of my pic?

i cant upload my pic which is 1.9 kb. the site requires maximum of 700 k only. how can i change it? i tried cropping ang resizing but the pic just got 1.29kb
How can i change the file size of my pic?
1.9 KB is a few hundred times smaller than the limit.
