I recorded a video in .avi format and the file size was 510Mb and then converted to .mwv and got it down to 30Mb. I need to make it smaller such that it's under 20Mb even if it means changing the file format.
Oh, I've used WinZip and it only reduced it by 200Kb so this doesn't appear to be an option.

avi is a high compressed quality, and wmv is a low, almost worse type of quality video (by windows). You cant get much of a worser quality than that, but you might want to try real media (rm). Other than that, you'd have to cut out part of your video, or get rid of audio. 3-5 mb is about 2 minute's worth.
