Is there a program that changes the size of files. Prefferabley video files. Like if a video is 300MB you can change it to 200MB or 150MB or even 100MB. I would really appriciate it if it was free but I am willing to pay. I really want to make it a last rescsorce to pay.

There are many, many data compression programs that will do this. Some of them are free.
EDIT: If it's simply a question of changing video file formats, use VLC ( http://www.videolan.org ). It can convert between lots of formats, and it's free.

You could try a program like Quicktime Pro ($30) and convert a video so that it uses a different compression scheme or reduce the frame rate or resolution to help bring down the file size.
