So ive got a file that I have in .gif and .vtf that is 300kb, but I need it to be 125kb or less. Using a .vtf editing program I was able to to convert the resolution to 128x128, which is how I trimmed it down to 300kb as a .vtf, but the next lowest resolution is 64x64, which is too crummy.
I need some sort of middleground... Maybe a program I could use?

It is a full-function image editor. But on of the things you can do with it is reconstruct the size and/or resolution of your images. Free of course.
