Assuming you are talking about an animated GIF, you can try reducing its height and width.
But more likely, you need to remove frames. Each frame in an animated GIF is effectively a whole new picture; lots of frames = large file size.
You can do either with GIMP.
FYI to previous answerers, as a rule bitmap is a less efficient file format that GIF. Also, JPG only provides significant file size difference over GIF for large images.

Try making it a bitmap (BMP). But, I really don't know if you can decrease an image that substantially.
if you are trying to mail it ... try making it a zip file. But if you are trying to upload it and show it on the web, any thing that you do to it to cut its size down is also going to degrade the picture.

why that small? are you going to display it or store it? etc...
Convert it to a jpg. Depending on the file, it may or may not become that small. If it doesn't have to be a visible graphic when it's compressed (like for emailing it), 7zip ultra compression may compress it smaller.
