Size of file change when i resize the photo, does it effect photo quality ?

When we take digital photos by Handycam or Digicam, the size of file is approx 1.25 mb, when we resize it comes to just 125-130 kb, does it effect photo quality, in which format should i save it.

Save your smaller images as JPEG's, since they are the standard of the industry for posting and sending via email.
