I am looking for a simple (free:-) CD/mp3 to mp3 converter, where one can see file size, before converting.?

Program allows to set different sample rates, which user defines according to desired file size...(turning samplerate button and looking and changing file size and only after that actual conversion)...is what i am looking for.
