Use goldwave converter|||If its an mp3 or wav file you can reduce the bitrate, the quality of the encoding. You can do this with many programs that allow you to edit, sample and create music that usually has an inbuilt encoder.
For mp3 bitrate changes I recommend musicmatch jukebox, not sure of one for wav files.
