Can i take videos from original sites and format them to make them clearer either by changing file size or?

getting some type of converter|||not really ... u cant add quality ... u can run them through a converter with various filters to adjust color quality and %26quot;fuzz%26quot; up the picture to reduce the appearance of noise though .. somthing like tmpgenc or canopus procoder comes to mind ..|||Nope.
